Civic Health Index

Civic health is measurable — voting and registration, volunteering, connection to neighbors, trust in institutions — but the measurements have historically lived in PDFs, one state at a time, published once and left to age.

NCoC’s Civic Health Index is the organization’s flagship measurement product and its longest-running program. The platform built around it turns those measurements into a live instrument: state dashboards, a state explorer, metro-area views, voting and registration data, state leaderboards, a pattern explorer for finding relationships across measures, and CHIP50 distributions — integrating census data with bespoke survey data for national and state-by-state analysis.

Federated authorship, not just a dashboard

The distinctive part isn’t the charts. National Civic Health Report partners in each state explore the data themselves and build their own state-focused highlights, which then feed the comprehensive national report.

That inverts the usual model. Rather than a national organization publishing findings about states, the states author their own analysis inside a shared instrument. It’s the difference between a report and a piece of infrastructure.
